The purpose of the Union County Public Schools Human Resources Division is to secure and retain professional, knowledgeable employees who are culturally aware and prepared to work for the good of all children. We will accomplish this mission through conscientious customer service, cooperative networking, and the efficient use of technology.
The UCPS human Resources Division is responsible for overseeing the employment decisions for all Union County Public School Employees, as well as staff development for employees. Dr. Clarke facilitates UCPS partnerships with World View out of UNC at Chapel Hill and the World Affairs Council of Charlotte. In addition, he oversees the child nutrition program for the school system.
A native of Asheville, North Carolina, Dr. David Clarke attended Western Carolina University and received a bachelor’s degree in music education in 1986. After college, Dr. Clarke did a stint as a member of the 15th Air Force Band as a French Horn player. During his two years of active duty, he performed for President Ronald Reagan and the roll out of the last B-1 bomber and first B-2 bomber, as well as a CBS performance with the Mormon Tabernacle Choir. He has been in education for over 20 years as both a teacher and administrator. Much of this time was spent at Piedmont High school as the band director, assistant principal, and principal.
In 2001, Dr. Clarke received a doctorate in educational leadership from the University of North Carolina at Charlotte. In 2004, he was named the Assistant Superintendent for Auxiliary Services for Union County Public Schools. Dr. Clarke provided leadership for a division that included child nutrition, after school program, transportation, safety, maintenance, warranty, and facilities, planning, and construction. During his tenure of this position, Union County Public Schools experienced over 25% growth including the addition of one-third of the districts mobile unit fleet, the acquisition of property for 13 schools and the construction of 15 schools. In 2008, he received the Union County Public Schools EOP Administrator of the Year.
